  1. What is the purpose of the collaboration between The Department of Transportation (DOT), The National Highway Traffic Safety Administration (NHTSA), the National Emergency Medical Services Information System (NEMSIS), and ImageTrend.
    1. To provide state, territorial, and federal agencies with near-real-time motor vehicle crash (MVC) activation data to help eliminate deaths and serious injuries.
    2. Data collected by our nations emergency medical services (EMS) clinicians operating from over 20,000 EMS agencies is critical to identifying mechanisms to eliminate death, reduce the rate of serious injuries and prevent transportation related incidents.
    3. In an effort to reduce the number of fatalities, serious injuries and improve the nations emergency medical response to motor vehicle crashes the NEMSIS Technical Assistance Center (TAC) has partnered with ImageTrend to develop the first of its kind national MVC reporting system

  1. What are the expected outcomes of the initiative?
    1. Provide State and Territorial EMS Directors with the tools to make national standardized EMS data available to improve response operations, patient care and conduct research related to motor vehicle crashes and subsequent patient care.
    2. Increased awareness of NEMSIS and the value of Emergency Medical Services (EMS) data specifically for the delivery of post-crash care.
    3. To incorporate U.S. Department of Transportation Subject Matter Expert input into national EMS data collection and reporting efforts.
    4. To identify areas associated with and demonstrate EMS resourcing related to MVC response.
    5. Provide insights, timing, and injury reports for MVCs for the purposes of planning, resourcing, and conducting research to improve the delivery of post-crash care.
  2. How will the data be utilized?
    1. State (specifically Highway Traffic Safety Offices), territorial and federal emergency response agencies will use the information to identify high risk areas and trends in behavioral incidents such as safety behaviors, seatbelt, and helmet use. Healthcare systems will use the information to identify patterns in crashes such as age groups at risk, the impacts of impaired driving, and the safety of pedestrians and bikers. The overarching goal is to have significantly more timely insights to overcome latent data issues and speed the process for identification of areas for safety improvements.
    2. Make data available to inform roadway engineering, supplement the Fatality Analysis Reporting System, Crash Report Sampling System and Crash Investigation Sampling System.
    3. Support research to improve emergency medical services and trauma care.
    4. Provide data to the motor vehicle industry for building safer cars; improving automated crash notification data usage and evaluating the overall emergency medical services response based on the Safe Systems Approach (see graphic).
  3. What are the long-term uses for this data?
    1. There will be potential opportunities for researchers to access the record level data and conduct their own studies. State researchers will have access to their information for annual reporting purposes.
