Dr. Casey Patrick  |  Medical Director  |  Harris County ESD 11

Casey Patrick grew up in Williamsburg, KY, and received his MD from the University of Kentucky College of Medicine in 2004. In 2007, he completed residency training in Emergency Medicine at Indiana University. Currently, Dr. Patrick is the medical director for Harris County ESD 11 Mobile Healthcare and assistant medical director for the Montgomery County Hospital District EMS service. Dr. Patrick's clinical EMS research involves the evaluation of bolus dose intravenous nitroglycerin for acute pulmonary edema, the prehospital utility of esmolol in out-of-hospital cardiac arrest and assessing the efficacy of nebulized ketamine for analgesia.

Xavier De La Rosa  Chief Clinical Officer  |  Harris County ESD 11

Xavier De La Rosa is the Chief Clinical Officer of Harris County ESD 11 and has more than 17 years of EMS experience. He has held multiple roles with emergency services organizations, including for-profit EMS, 911 EMS, flight medicine and EMS-based fire service. His background includes being a front-line patient care provider, educator and administrator. De La Rosa is a long-time passionate provider of pre-hospital care with compassion. He believes that people can revolutionize EMS by focusing on data- and evidence-based best practices, and most importantly, the passion to pursue excellence with boundless curiosity, unwavering humanity and collaborative leadership.

De La Rosa grew up in the Spring, Texas area and is a graduate of Westfield High School. He spent many years as a volunteer firefighter with the Spring Fire Department and has a deep love and affinity for the ESD 11 service area he grew up in. De La Rosa currently serves as the EMS Liaison on the Pediatric Committee for the Southeast Texas Regional Advisory Council. He is also involved in various EMS organizations including the National EMS Management Association. De La Rosa earned a degree in Emergency Health Sciences from the University of Texas Health Science Center San Antonio and a Masters in Business Administration from Johns Hopkins University, with concentrations in Healthcare Management, Innovation and Technology, and Public and Private Sector Leadership.
